The bizarre sonic attacks against diplomats began in Cuba, but have now spread to other countries with over 200 illnesses reported. It all started in the fall of 2016 when diplomats at the United States Embassy in Cuba reported some hearing loss and mild brain damage after hearing unusual and puzzling sounds.

Several of the affected diplomats were recent arrivals at the embassy, which reopened in 2015 as part of Barack Obamas reestablishment of diplomatic relations with Cuba. The Daily Mail reported that one diplomat described being jolted awake in a Havana hotel room by a grinding, blaring cacophony. When he moved a few feet across the room, the noise stopped. The death toll from torrential rains in western Japan reached 88 late Sunday, with over 50 others still missing after massive flooding and landslides destroyed homes and displaced tens of thousands. Rescue operations by Self-Defense Forces personnel and others were continuing in disaster-hit areas early Monday, as Japans weather agency warned the public of the continuing danger of landslides and flooding.
At one point, evacuation orders or advisories were issued for up to 5.9 million people in 19 prefectures, while over 30,000 people were staying at evacuation centres as of Sunday afternoon, according to the Fire and Disaster Management Agency.
The number of casualties is expected to rise as damage in affected areas unfolds.
Many people are believed to be stranded in their homes due to a lack of access roads because of flooding.
In Okayama Prefecture, one of the hardest-hit areas, more than 1,000 people were temporarily trapped on the roofs of buildings submerged by floods following the bursting of three dykes on the nearby Oda River.
Most of them were rescued by boats or helicopters.
In the Mabi district, about 1,200 hectares, or one-third of the district, was submerged.
About 4,600 homes were inundated in the area.
The Ministry of Land, Infrastructure, Transport and Tourism mobilized pumper trucks to drain the inundated area but it is likely to take about two weeks to complete the drainage.
Since the downpour began Thursday, 38 people have died in Hiroshima, 21 in Ehime and 13 in Okayama.
The other casualties were from Yamaguchi, Kyoto, Gifu, Shiga, Hyogo, Kochi, Fukuoka and Kagoshima prefectures.
About 267,000 homes suffered water outages in 11 prefectures as of Sunday.

New blockchain project Constellation Labs for consumer grade applications development announced the listing of its DAG token on KuCoin exchange, following the recent launch of their developer community Orion. Orion has an award system for participants and will be used for the testnet at the beginning of August.
The main feature of Constellation is that its network is proportional to user adoption. That is to say, its throughput is about 4000 to 4800 transactions per second (tps) with a 1200 node cluster. In comparison, the Bitcoin network has an average capacity of fewer than 4 tps, and Ethereum is about 15 tps.
This is achieved through harnessing dynamically partitioned consensus that allows the network to scale the number of tps. Reputation-based incentives eliminate transaction fees between users. Constellation uses Proof-of-Meme (PoM) protocol, letting individuals directly contribute to the improvement and monitoring of the chain by utilizing computing power from their own smart devices. PoM rewards those who improve a nodes overall reputation within the system.
The Constellation protocol aims to solve the primary challenge of scalability in the blockchain, providing a solution that is highly resource-efficient and exponentially scalable, said Constellation CTO Wyatt Meldman-Floch.
Constellation deploys smart contracts as microservices so that services can be chained and composed into distributed applications. John Eckerd owner and manager of the $330 million Trident Lakes condo project, along with an unnamed co-conspirator accepted money they thought to be the proceeds from the Colombian drug trade but it was actually undercover FBI agents according to Dallas local station CBS 11.
The court documents allege Eckerd, 54, and an unidentified co-conspirator accepted $200,000 in purported drug money from undercover FBI agents over the past year. The federal sting culminated in February with Eckerd allegedly agreeing to launder $1 million from Colombian drug dealers through Trident Lakes, a planned 700-acre residential project in rural Fannin County.
An undercover FBI agent posing as a former narcotics trafficker learned of Eckerd last September when the unidentified co-conspirator, who lives in New Jersey, suggested that Eckerds development in rural Fannin County could be used to launder narcotics profits.

The Industrial and Commercial Bank of China, one of Chinas Big Four state owned commercial banks and among the worlds largest by total asset, is seeking to patent a blockchain system for the exchange of monetary assets. Based on a patent application filed with the bank in January and shown on Friday, the system envisions a platform where participating institutions can function as nodes to create a dispersed network. When an individual from one institution starts a transaction request, it triggers a wise contract causing each node to validate the transaction based on the information supplied, including the balance of the senders account, the name and the transaction amount.
A transaction will be considered complete when the network has obtained sufficient validation from participating nodes such as consensus over a pre determined threshold. The target of the concept, based on the document, is to eliminate intermediaries from existing system and increase the liquidity of financial assets. The ICBC said in the filing that the study originated because the existing system is slow and pricey when sending interbank or cross border transactions for both regular obligations and monetary instruments, like precious metals and futures. The document states: The traditional transaction chain thats constructed around a centered credibility system incurs issues such as the high price, low efficiency, low stability, along with inflexibility.
This hastens the banks launch-to marketplace process to meet the rapidly growing demand for advanced financial products. The patent application marks the banks latest filing linked to blockchain technology, in accordance with the China State Intellectual Property Office. For most people, reaching for a deck of tarot cards for the first time can be quite overwhelming. With 78 total cards, most of us wonder: how will I ever fully understand all of these cards, and how many books will I have to read to do it?
To be honest, this is one of the many reasons I hesitated to begin reading the cards, to begin with.
When I bought my first deck years ago, I scathed the internet, bookshelves, and how to videos, quickly becoming overwhelmed at the various interpretations of the cards. Even after reading the book that came with my Sharman-Caselli deck, I had a difficult time conducting my first few readings. However, when I quickly started to feel as though I would never get it, I came across an article online about intuitive reading. (If you are interested in the Sharman-Caselli deck, click here. I suggest ordering the set with the book and the stand alone set. )
According to the article, reading the tarot has more to do with your own intuition and interpretation of the cards than it does with memorizing each and every meaning. Dont get me wrong, it is important to learn and understand all facets of tarot if you intend on fully understanding the cards, but you dont have to be a tarot scholar to start reading. In fact, from personal experience, the sooner you begin conducting readings, the sooner you will begin to build your relationship with the cards, and that is the most important part of reading tarot.
And by the time you finish reading this, you will be ready to do
your first reading.
First, its important to understand the symbology found on most standard decks. The most popular and well-known cards are the Rider-Waite tarot, which contains the base symbols that are found on most cards. Of course, with thousands of decks to choose from, there are some variations, but to make things simple, start with the Rider-Waite, or the Sharman-Caselli. When I first began reading cards, I heard that the Sharman Caselli deck was perfect for beginners. And I definitely heard right.
Each suit is covered in symbols that relate to the card and its meaning. For example, the Wands are usually associated with fire, so each wand card has rich, red coloring, and other symbols associated with fire. Not only that, but fires relation to creativity is definitely alive in the imagery.
Another helpful tidbit is to think of each card as a different story, or a person encountering a life experience. When I look at my cards laid out in front of me, I try to tell a story with the cards. You can practice this by setting out three card spreads in front of you and making up a question. Sergey Brin, who has an estimated net worth of $52 billion, is mining Ethereum with his son according to Michael del Castillo who was reporting from the 2018 Blockchain Summit hosted at Sir Richard Bransons hotel, the Kasbah Tamadot, in Morroco. Brin, who is the ninth richest man on the planet, spoke at an event on the potential of blockchain technology for doing good in the world.
Also speaking at the event was Former Guns n Roses drummer Matt Sorum who highlighted the ability of blockchain to defend artists intellectual property rights. Sorum, who now works at concert-hosting platform Artbit, said that blockchain technology feels rebellious and very rock and roll.

This is a rather mysterious or at least poorly documented Mosin Nagant carbine variation. Made from an assortment of rifles dated from 1896 through 1920, these carbines were designed to fit Gulkevich folding bayonets. They have a barrel just slightly longer than a 1907 carbine, but were fitted with 1907 Carbine rear sights. They were also fitted with metal sheaths alongside the rear sights to retain the tip of the folding bayonet, as well as new sling swivels on the left side of the stock and barrel band.
Basically no documentation has been published explaining the origin and purpose of these carbines, but hopefully some will eventually be found. The best hypothesis I am aware of at this time is that the carbines were made by and for the St Petersburg Cavalry School.
