VOTERS SAY NO TO FLUORIDE
Houston voters took auction to end the 16-year practice of fluoridation of the citys water supply. With a 482-292 vote, the public ended a long and often times heated debate in city government.
The Houston City Council in May unanimously voted to place the issue on the ballot following a public meeting and several weeks of discussion on the matter. The group had the option to do nothing, remove fluoride after giving state regulators a 90-day notice or let the public decide.
An effort was made by citizens two years prior to stop the fluoridation practice. The council did not take auction.

Despite the futuristic forecasts, there are not so many real-world applications of the blockchain technology, especially at a global scale. But the green capital market, where the blockchain has already been tested and proven its applicability, is not a case. The technology opens ecological markets for enterprises, allowing emissions trading. In this publication, we explain how this happens.
Before turning to a specific case, lets touch upon the above-mentioned emission trading and clarify the essence of this phenomenon.
The case concerns emissions of CO2 into the atmosphere, whose main issuers are power generating companies using fossil fuels. To reduce the harmful effects on the environment and the prevention of climate change, the Kyoto Protocol came into effect in 2005, providing for emission trading.
Emission allowances, or quotas, and carbon credits (accountable emission reductions) are measured by carbon units equivalent to one tonne of carbon dioxide emitted into the atmosphere. Since above-quota emissions are limited and subject to a fine, carbon credits are in demand and available for purchase on the exchange. This practice is called cap and trade. Other market models like credit-based or tax and trade or transaction-based are also developed and implemented.
The point of carbon units trading is not only to make countries buy off problems but also to make mitigation, offsetting of environmental damage most cost-efficient, to stimulate them to reduce harmful emissions, effectively develop their economy and attract investments.
However, if the theory looks great, things are somewhat more complicated in practice. The markets suffer from over-regulation, over-centralisation, and disintegration, unpredictability, fraud, and non-transparency, as well as high transaction costs.

As 2019 looms, analysts have sought to discern where the crypto market could be heading next. While bearish sentiment is still a common sight, a growing number of industry pundits have overtly expressed their opinion that 2018s crypto winter is on the verge of kicking the bucket.
Although bears regained control of the crypto market on Thursday morning, reports, which cite a number of analysts and indicators, claim that a bullish picture is being painted for Bitcoin and its altcoin brethren.
Bloombergs Vildana Hajric noted that the moving average convergence divergence (MACD) indicator pertaining to the Bloomberg Galaxy Crypto Index (BCGI), parented by Mike Novogratz himself, has entered its first positive divergence in a month. While a single indicator shouldnt be the sole influence behind ones investment decision, in the past, BCGIs move from a negative to positive divergence has been a precursor to BTC rallies.
This analysis lines up with Hajrics previous crypto call, in which she noted that the Directional Movement Index (DMI) indicator is signaling for Bitcoin (BTC) to head higher. More specifically, DMI, a popular indicator of the trend strength of a publicly-traded asset, has reportedly entered a new bullish phase, just like MACD.
Mati Greenspan, a senior market analyst at eToro, was in consonance with Hajric, with the long-time Bitcoin trader explaining to Bloomberg that the technicals [in this market] look great, which may be the harbinger of cryptos next bull run.

At least 13 people, including a sheriffs deputy and the suspected shooter, have been killed, while multiple others were injured during a shooting at the country western dance hall Borderline Bar & Grill in Thousand Oaks, Calif. The bar was holding a College Country night event when the shooter reportedly stormed the entrance, per NBC News.
Media reports claimed hundreds of people were inside the venue at the time of the shooting, which began at around 11:30 pm local time.
Thousand Oaks is situated in Ventura County about 40 miles northwest of Los Angeles.
One witness interviewed by local TV station ABC7 said that the shooting started when the gunman approached the entrance to the bar, located at 99 Rolling Oaks Drive, and shot a security guard and cashier. He then lobbed a smoke bomb inside the building as he continued to fire into the crowd.
According to a local CBS affiliate station, witnesses described the suspected gunman as a man who was wearing a trench coat and had a scarf on his face, or possibly a beard. Another described him as being dressed in all black.
One survivor described how he threw a stool through a window and escaped during a lull in the shooting.
We heard shots, I looked up and knew exactly what was happening. I tried to pull down as many people as I could, he said. As soon as we heard a break in the shooting we knew he was reloading and we threw a couple of bar stools through the closest to us so we could get out.

South Korea is currently home to some of the largest crypto exchanges in the world by trade volume. Many of them are seeking to expand beyond Korean shores in order to capture a rapidly expanding market in the region.
Also in South Korea, Bithumb has partnered with Asian online retail giant Qoo10 in order to provide a crypto payments service. According to the official announcement the collaboration will expand the existing Bithumb cash payment service to a global payment method.
Often touted as the Asian Amazon, Qoo10 has markets beyond South Korea, operating in China, Indonesia, Hong Kong and Singapore. An original agreement was signed back in August whereby Qoo10 would be using the exchanges payments system called Bithumb Cache.
The partnership will enable customers to shop online and make payments via Bithumbs platform. It essentially gives the Korean exchange access to markets in other countries in the region which could open doors for further cryptocurrency payments.

Earlier this year, I read the first book in the Agnes Lockwood mystery series by Eileen Thornton. I really enjoyed it and got a copy of the second book, Death on Tyneside, last month. I added it to my reading queue for November and finished it earlier today. Kudos to the author for delivering a robust sequel full of heart, mystery, and connections.
Agnes has returned from a trip to visit her sons in Australia. Upon arrival and a walk through the park, she stumbles on a dead body. It has no identification, no clues, and no history from what the cops can tell. Agnes former friend and potential renewed love interest, a Detective Chief InspectorAlan Johnson, begins to investigate the case. Agnes pushes her way into the mystery, as she often does, but this time, its personal. A man she thinks has been following her tells her a story that could change her life. Will she believe him? And how are the two stories connected?
Thornton has created a fun and special character in Agnes. Shes smart and reminiscent of Miss Marple, but probably a good 25 years younger, too. She sees things the cops dont see and gets herself stuck in very difficult situations. Hopefully she doesnt do it too often or she might exhaust all nine lives! (No, shes not a cat, Im just being funny). I enjoy the hotel scenery and the back and forth point of views to see whats happening in the whole story from different character perspectives. Agnes also makes a new friend on the police, Morris, who I would like to see become a supporting and recurring character.
Im hopeful we get to meet the two sons in the next caper. I would love to see Agnes rounded out even more. I also love the relationship between Agnes and Alan its charming and complex in terms of never quite listening to one another but also challenging each other to be more open. It would be fun to see some scenes from their past, too

One of the rarest patterns of the SKS is the East German type the Karabiner-S. Total production quantity is not known, but their survival rate is quite low and most of the examples in the US are Vietnam War bring backs. Markings are a bit cryptic, with a 2-digit year of production in from of the serial number, followed by a letter prefix and a 4-digit serial number.
